- Most shows were even to down a bit in the first totally normal Monday in quite some time. Somehow-still-airing The Mob Doctor was amusingly the only show on the rise, while How I Met Your Mother was really the only show to finish well below previous results.

The Mob Doctor airing during sweeps shows in how poor state Fox is. They have nothing to plug in until midseason.
What a few poor development cycles do to a network.
Sweeps aren't important anymore.
Tell that to networks, especially their PR departments. Or just look at their scheduling.
It's a narrow view to simply say "aren't important anymore".
Why is that?
It's a broad view. A narrow view would take one hour a week (Mob Doc) and take its existence to mean the whole channel is faltering.
Other than one extra edition of The Voice tonight, the networks haven't brought out the big guns this November.
Sweeps used to be huge. Now, sweeps are just important enough to the small markets that networks will avoid airing reruns.
